it keeps saying I'm getting it wrong but it did it by the book.

You're doing great and this is a very common mistake.
You see the **"anchor" element (<a></a>) is not a descendant of the "unordered-list" (<ul></ul>) element. The problem in your code is that you got mixed up with the places.
It should go like this:
<ul>
<li> <a>Hyperlink text</a> </li>
</ul>
