Are there any new reasons why a redirect won't work on the edit page?

i am stuck... when trying to redirect.... i get nothing but a blank edit book page

it seems to me the redirect wont work because headers have already been set.

i put the check before the navgation header output, i want to understand more about how you put it after the navigation and it still works
