Two things:

  • you need to throw the exception before you increment lapsDriven and barCount. If they pass in bad data you need to throw the exception and prevent the rest of the function from executing and changing the state.
  • you need to compare laps to barCount not MAX_BARS. This is the current state of the battery, not the maximum state that it would be when it's charged to the maximum.
