Certain Elements only appear when I sign into Wordpress admin.

I recently added a google+ link to a website I was working on. The files saved and transferred properly on the FTP. But The changes do not appear on the website. Only when i sign into the admin panel, then look at the website do i see the changes. And Once I sign out the changes disappear. Has anyone had this issue before?

Are running on local server? Where are the links located?
