Closed Captioning HTML code

FYI Please note that the closed captioning does not work in Chrome (Version 59.0.3071.115), it does however work in Firefox (54.0.1) and Safari (Version 10.1.1 (12603.2.4)).

I have google chrome Version 64.0.3282.167, but its only working in Microsoft Edge.
