Two solutions are possible:

def search_challenges(name,language):
      return Challenge.select().where(Challenge.name.contains(name),Challenge.language==language)

and

def search_challenges(name, language):
    return Challenge.select().where( (Challenge.name==name) | (Challenge.language==language))
