Expert is a very specific term. It's said that to be an expert in a particular skill or field requires 10,000 hours of study, experience and practice. You don't need to be an expert in anything to get started with making basic WordPress themes but you do need to know the core languages that make WordPress. HTML, CSS, jQuery, PHP & mySQL are all used to make WordPress.

You will most definitely need an understanding in the aforementioned languages to develop WordPress themes. There are no shortcuts. Start by learning HTML, then CSS, the jQuery, then PHP, then mySQL and then finally...look at how to build WordPress themes. If you sit down for 8 - 10 hours a day for 6 weeks, you'll complete all the tutorials on those languages here. Then you'll need about 9 months of the same hours a day building WordPress themes to get to a level where you can call yourself a professional and rightfully charge for your services in the confidence you'll complete the job to a high standard.
