5,512 PointsAs Craig pointed out, you must put the text to be linked inside the anchor tag. So, for example, if you want to link a paragraph to a sibling .html page, you could use:
<a href="another-page.html" title="Click me to go to Another Page!"><p>This text links to another page.</p></a>
