Amend your html code like this;

<!doctype html>
<html>
   <head>
       <link href="styles.css" rel="stylesheet">
   </head>
   <body>
         <h1>Welcome to My Web Page!</h1>
  </body>
</html>

Then in the css file add the following;

h1{
color: blue;
}

This will format all <h1> with the color Blue

Hi, there should be a tab at the top for another file (css), which is where you will do your styling. Note that a css file is linked to your html in the "head". Right now you have your code in the html file. Delete that line of code, go into the css file, select your h1 and do your styling there. Like so:

h1 { color: blue; }
