<!doctype html>
<html>
<head>
<link href="styles.css" rel="stylesheet">
</head>
<body>
<h1>Welcome to My Web Page!</h1>
</body>
</html>
Then in the css file add the following;
h1{
color: blue;
}
This will format all <h1> with the color Blue

Right now you have your code in the html file. Delete that line of code, go into the css file, select your h1 and do your styling there. Like so:
h1 { color: blue; }
