How can I do the validation (If and Else) when I have two variables for each condition.

In this case I have two Student`s name and two GPA scores to use in the If statement.

$studentTwoGPA = 4.0;

You can have two separate test blocks, one for each student.

Also, it looks like you have a GPA value where you need a Name:

<?php ...
 echo ($studentTwoGPA . " made the Honor Roll"); 
<?php
$studentOneName = 'Dave';
$studentOneGPA = 3.8;

$studentTwoName = 'Treasure';
$studentTwoGPA = 4.0;
