11,064 PointsSo first off, on the anchor closing tag you had the forward slash in the wrong place. So i fixed that. Second off, in the anchor tag you already had you're going to want to link it to an id or class using href="". All browsers understand the #top, to take you to the top of the page. So you just need to throw your #top you already had in the href="" in the anchor tag. Like shown below. You should be good to go with that.
