How does Unobtrusive JavaScript reflect for frameworks such as AngularJS?

Not fully related to jQuery, but when I search this topic on Google the response I get is that unobtrusive JavaScript and progressive Enhancement is old and dead. When I did a bit of AngularJS this didn't really site well with me because I was taught about unobtrusive Javascript as a must at school.

Is it dead? Is it dead when applying to frameworks? Why or why not?

The same question! What about Angular, VUE, React, and all the other JS technology?

If your entire site is built/generated using JS, the only reasonable fallback would be to run a backup site with limited content and functionality without JS. Perhaps the idea is that technology has been advancing so fast, we shouldn't worry as much about backwards compatibility as we used to. Same as nowadays we would probably expect to see an iPod dock or a USB port in a car, rather than a cassette or CD player.
