How is this ADF without the "E"? Wouldn't both else statements print?

I'm not understanding how this happens

In the case of a raised exception, the else block of the try statement does not get executed. So when "test" + 5 is attempted, print("B") is skipped, execution jumps to TypeError exception, and the final else block is skipped.
