I'm not sure if I need to create a link for the portfolio list item immediately after the header or under the unordered list.

Linking pages in your html should look something like this,
<nav>
<ul>
<li><a href="index.html" class="selected">Portfolio</a></li>
<li><a href="about.html">About</a></li>
<li><a href="contact.html">Contact</a></li>
</ul>
</nav>
Where you place it is up to you, but usually it goes within the header tags.
