Who is the host of your WordPress site? Have you tried to contact their support?

Its a free hosting and domain maybe that is why this problem is taking place. It does not have .com at the end plus wordpress was installed by me.

Will installing wordpress locally help me making child themes?

Yep, best to contact your host and check to see if WordPress is (a) available on their servers and (b) if it's properly installed. You normally have to access the server through something like cPanel and configure an installation of WordPress.

Local WordPress Dev does not affect child themes one way or another.

Hi Shahmir, if you have Wordpress installed, you'll want to navigate out of the root folder, depending on your host, to either usually a folder named publc_html or www. If you provide the host, we can help a little more.

Working locally is actually encouraged. You'll spend less money, and an internet connection isn't usually an issue. Be sure to check out Treehouse's Local WordPress Development course and the Wordpress Track.
