I am stuck in wordpress how to adjust the login page with css. (Where to place it in the folder?)

I have my css file but it does not read it. The background color does not change.

I place this in my functions.php :

And my css file is named style-login.css. It is located in the same folder as my functions.php.

Am I doing something wrong?
