Unfortunately, the styling of progress elements is not done consistently across different browser types. Most types browsers recognize a few unique properties and/or pseudo-elements that affect style but they may be limited. Chrome, for example, has an "accent-color" property that will set the value bar color, but not one for the background. A progress element is best used when you want the browser's default to be shown.

But before there was a <progress> we would use <div>s to create our own, styled as we wish, which you can still do.
For example:

  <div class="bar">
    <div id="myval"></div>
  </div>
.bar {
  width: 160px;
  border: 1px solid darkgray;
  border-radius: 5px;
  background-color: #F3F6F9;
}

#myval {
  height: 6px;
  width: 33%;
  background-color: #6AD9A3;
}
