I have a high res picture of my logo but it looks blurry when i down size it. Can someone please help?

I have a large PDF file. I downsize in photoshop. The original file is 2479 x 1207 and it needs to be roughly 250 x 100 for the website.
Any suggestions?

Courses Plus Student 6,734 PointsYou shouldn't design logo in Photoshop, use illustrator to do so, send me your logo and i will make it on illustrator if u cant use illustrator
