I am throwing the exceptions, any idea what I am getting wrong here.. Its seems very silly, but damn this compiler.

The challenge only wanted you to throw an exception if the value is out of range. It didn't ask you to test anything with a try, or to catch the exception!
Trim down your additions to just the test ("if
") and the throw
and you should pass easily.
