Is it good practice to use px for elements, or is % preferred?

Would using % be preferable for making webpages for different browsers and monitor/phone/tablet sizes? Thanks!

Depending on what it is being used for, % units are good for making responsive pages. There are still occasions where a fixed px size is appropriate, for example in image elements. Consider what your size is intended to do, and choose the unit that does the job.
