Isn't the answer 53px/16px? What am I missing here?. Thanks

Whilst it is a little bit confusing to start. The em value is driven by the default size of the attributenamely 16px the 53/16px is just a comment to show that if you were using a relative px value that it should be 53px.

So your font size is 53/16 = 3.3125em

I hope this clears it up.

rem is relative to the root font size of the document which is HTML. em is relative to the direct parent font size.
