Local WordPress Development

It was said in one of the videos that we shouldn't put the downloaded WordPress folder into our server folder (htdocs). Just for clarification, does that mean that for each new project we are working on, we should re-install WordPress and create new login details specific to the project? Or is it possible to have one account linked to multiple WordPress projects.

A clean install of WordPress for each new project is required, I am sure there may be some instances where one admin would manage many WP sites, but for most it would be advisable to keep them in separate folders. My development server Ampps has simple options for installing a new WP project for you so no need to go and download each time you just fill in the project details and location and the Ampps program will do it for you :)
