My Plugin tab doesn't exist. I just created a wordpress site and there is no tab for "plugins" in my dashboard.

How do I get the Plugin tab in my dashboard so that I can then search for plugins?

The plugins feature comes with the basic installation of WordPress. If it is genuinely missing in your backend, I would suggest reinstalling the website or at least uploading all the files again via FTP to make sure nothing is missing.
