need help about array_walk()

in this question Petros Sordinas give an answer but i was confused on his code.

on his code he used print_info($value, $key); i need to know what is print_info here? if i was right its not a built in function. then what is it and how its work.

foreach ($names as $key => $value)
{
  print_info($value, $key);
}

In that previous link there is a function you have in the main post code block called that.

function print_info($value, $key){
  echo $key . " is a " . $value . ".<br>";

}
