Here's the one thing I'm seeing right off. You have
if number_of_characters > 3:
raise ValueError ("need more characters")
you might want
if number_of_characters < 3:
raise ValueError ("need more characters")
The first says the "if" is true if there are more than three characters. The second says the "if" is true if there are less than three characters.
Since you are asking for more characters, I'm guessing you wanted the "if" to run when there are 0 - 2 characters. Hope that helps!
