You don't have any criterial to choose a Parent Theme. It's simply a general theme with the addition of a child theme which inherites all the styles and functions from the parent theme. You use a child theme in Wordpress in the case you want to change a theme's appearance but and functionality but you don't want everything do break up, if you or the creator of the theme updates it.
