you need to wrap your php code block inside the h1 tag.

then it ask you to display (print to the screen) the title of you site. So you have to print a string (some text between double or single quotes) with the construct "echo".
So you final code will look like this:

<h1><?php echo "Personal Media Library"; ?></h1> //in this line you use the echo construct, your string (inside quotes) and a semi-colon to close the statement
