do i have to know js to be a php developer?? if yes, to what level??

The short answer is no. But you may have to know some depending on what you are really going to do with PHP. If you are going to be part of a team and another team member knows JavaScript, then no. But if you are planning on building an app with PHP and deploying it on your own, then knowing the basics of JavaScript is important.
