Project downloads

On the WordPress theme development course i have downloaded the project files but when i go to open them i get the following message...

Fatal error: Call to undefined function get_header() in C:\xampp\htdocs\treehouse-portfolio\index.php on line 1

That's strange. get_header() should be a normal function in WP.
