Right to left writing language web sites.

For a theme or plugin in different language, like right to left writing languages, we need to find one in that language or we can customize any them and plugin?

No on general. I may have customers who need bilingual websites like English and Persian, or French and Arabic. Persian and Arabic are right to left language with special fonts.

I mean the theme itself, or plugin, not the contents. For example all the menus and titles in a regular theme is in English and left to right text direction. Or to add the text, editor needs to support right to left typing with proper fonts.
