Unable to access files after downloading

how do i access both html and css? in VSC on windows. files downloaded but VSC keeps stating its binary or is unsupported encoding?

The download is probably a "zip" package. Does it have an extension of .zip?

If so, you can open it with the windows explorer and then move the contents to your working folder.
