Unsure of the difference apart of the labeling of const variable

Here are two sets of codes: 

$("#addNew").on("click", function() {
  const newRestaurant = $("newRestaurantInput").val();
  $("ul").append(newRestaurant);
});

$("#addNew").on("click", function(){
  const inputs = $("#newRestaurantInput").val();           
  $("ul").append(inputs);
});

Apart from the different const variable name, I am not sure why the former set of codes does not run the same as the latter. Does anyone know what is the reason? Do hope to have an extra pair of eyes to see what went wrong.

The later has "#newRestaurantInput" with the pound sign. The former does not.
