8,747 PointsNon-profits, social services agencies, & just about anything to do with the Arts. They're consistently strapped for cash, even more so now that the current Congress keeps cutting funding to them. Even colleges & universities which overall might have decent funding have certain departments that they try to fund as little as possible (languages, arts- be it studio arts, dance, music, theater; philosophy, anything not considered a sound business investment or sufficiently marketable). Most of the "accidental techs" (i.e. non-tech people who got drafted into doing tech tasks along with their regular job responsibilities) came out of social services & other non-profits (including myself).
Another group would be start-ups. Unless they find major investors, they're generally working on a shoestring budget.

15,362 PointsIt depends on what you mean by your question: if you mean what kind of business could you make that would not require a lot of upfront capital, I would say tech startups, both for mobile device apps and web development. If you can't have access to cash to set up a business, these are your best bets. There are also some types of retail that you could do for relatively little. For retail that requires stock though, the best idea is NOT to go with an online store. They are deceptively expensive, like let's say an online shoe store: you still have to have a place to store the shoes and a way to get them to your customers. Delivery fees can be a huge issue and according to what one entrepreneur told me, they are the main reason why online consumers abandon their shopping carts. Logistics costs for these kinds of stores can actually eat away all margins. The kind of retail I am talking about is starting from your home, your garage if you got one, or a basic stand somewhere. Then there is stockless retail i.e. the products you sell are not tangible and thus you don't really have to worry about how/where to store them or how to deliver physical things to your customers.

13,023 PointsOff the top of my head researchers. Researchers are constantly looking for grants to afford the things they need to keep their project going. They may have times where they pay out of pocket to keep working on their chosen project. They have no steady income.

15,362 PointsThat really depends on the kind of research and the industry the research is part of! Archaeological research usually does not get the same budget as medical research for example. Research can or should be one of the most expensive "industries" actually. In my example, even archaeological research really needs a lot of money (whether it can be obtained or not).
