Im not exactly sure but i think what it means that "Wordpress Theme Development" is where you develop you theme so maybe that you write code scratch and then make it better, you design it how to make a theme and " How to build wordpress theme " i think that step is showing you how to code it and build it from nothing to something. Thats what i think . If you see from where I'm coming from the idea of building and develop . Or maybe is that you build the theme and then develop it like when banana is green and not tasty hard to eat etc.. and when its developed is yellow and everyone will eat it so its developing its self for better .
