Who do I deploy the build file if `$user: serve -s build` command isnt working?

I am having this error when compiling that command in my terminal in VS Code does anyone know how to fix this issue? I looked over the docs for serve attached to this video and they now navigate me to another project called Now by Zeit. any advice on this issue?

You can use the Live Server plugin for VS Code, though you would have to open just the build folder in your workspace for this work.
