why does the font-family need quotation marks when border or background-image doesn't.

Quotation marks are needed when a value contains spaces, as many font names do.

The "border" setting is actually a shorthand for multiple properties which can be included on the same line, but quotes are not needed as long as the individual values don't contain spaces but are just separated by them.

Hi, this is totally unrelated, but what is this arrow up arrow down in the box that I see every time somebody posts an answer. Is it to upvote an answer like in Quora. I always click the arrow up button to upvote an answer.

That's exactly right, it is the voting box. You should see the number go up or down as you click on the up and down chevrons. If you have already used it, the box will be green instead of grey. In that case, the direction (up or down) that you already used will become a "cancel". You can change your vote, but you cannot vote the same way twice.

The person who asked the question also has the option to choose an answer and mark it "best answer". When this is done the whole answer will have a green background.
