Why does video restart when I try to click anywhere on the progress bar?

Seems like a video player glitch. I tried to click back a few seconds but it just restarted the video, with no way to go back to where i was toward the end of the video. Very frustrating!

I'm not sure why either but this has been happening to me on every course I have taken on here. I can't even use the skip backwards button or it restarts the entire video. It is the worst. I just assumed it had to do with the browsers I'm allowed to use at work (edge and chrome).
