Why is my try block not running for this problem?

try: message = input("What would you like to tweet? ") except CommunicationError: print("An error occurr...")

You need to call the tweet() with message being passed into it inside the try block.

Like this:

try:
    message = input("What would you like to tweet?  ")
    tweet(message)
except CommunicationError:
    tweet("An error occurred attempting to connect to Twitter. Please try again!")

You can delete the message and the tweet() from before
