I think I did everything ok but for some reason it does not approve.

I think its because your strings are enclosed in single quotes which means the variable won't expand. If you hit preview in the editor it will probably display; ""$studentOneName" has a GPA of "$studentOneGPA"" - rather than the variable values.
Try something like this;

if ( $studentOneGPA == 4.0 ){
echo $studentOneName . " made the Honor Roll";
} else {
echo $studentOneName . " has a GPA of " . $studentOneGPA;
}
?>
