WordPress development workflow

I don't get it.. Lets say a client wants a Wordpress website. Obviously if he wants Wordpress, he is expecting some kind of functionality, like be able to update some parts of the site through the admin area... How to approach this? I need to look for a theme based on his requirements? Or develop evreything from scratch? Search for the right plugin?

Depends on what he wants to edit. I think that's something you have to plan out with him before you go out looking for plugins you don't need. Some times all you really need is ability to have certain categories displaying in certain places.
