Can anyone recommend good WordPress theme frameworks that they have used. Preferably that are free to use at the moment?

This Theme Frameworks page from the codex may help with some examples.
If you're referring to general HTML, CSS and JS frameworks there are things like Bootstrap and Foundation as a responsive theme starting point.
I haven't used in specifically within a WordPress theme (yet) but I find Foundation very good.
You may have already been through these but there are also the following courses which may help you to choose one:

- From Bootstrap to WordPress
- Building a WordPress Theme with Foundation 5 (requires a PRO account)
